            The Tangipahoa Parish School Board met in regular session on Tuesday, August 5, 2003, at 6:30 p.m., in the School Board Meeting Room, School Board Office, 59656 Puleston Road, Amite, Louisiana, with President Robert Caves, Presiding.

 

MEMBERS PRESENT:           Robert Caves,  Al Link,  Carl Bardwell, Sandra Bailey-Simmons, Leonard Genco, Robert Potts,  Donnie Williams and  Jimmy A. Richardson, I

 

MEMBERS ABSENT:             Maxine Dixon

                                               

Steven Bob-Semple, a 2003 graduate from Hammond High School, gave the invocation and led the Pledge of Allegiance.

 

Superintendent Joseph introduced special guests - Ms. Debbie Brown, District PTA President, and Chris Collier, Region II Director of the State PTA.

 

President Caves recognized former Ponchatoula High School Principal, Mr. A.J. Bodker.

 

It was moved by Mr. Genco, seconded by Mrs. Bailey-Simmons, to approve the Board Minutes of July 15, 2003, as distributed. Hearing no objection, the motion was adopted, with Ms. Dixon absent.

 

            The Parish School Board for the Parish of Tangipahoa, the governing authority of Consolidated School District No. 116 (“Sumner”) of the Parish of Tangipahoa, State of Louisiana, met in regular session, at 6:30 o’clock p.m., Tuesday, August 5, 2003, at the regular meeting place of said School Board, the School Board office, 59656 Puleston Road, Amite, Louisiana, pursuant to notice duly posted in the manner required by law, with the following members in attendance:

            The meeting was called to order and the roll called, with the above result.

 

            Also present were Louis Joseph, Superintendent of Schools and Secretary of the School Board, and Mark Kolwe, Assistant Superintendent of Administration and Finance.

 

            The President then announced that the next item on the agenda was to adopt a resolution canvassing the returns and proclaiming the result of a special election in Consolidated School District No. 116 of the Parish of Tangipahoa, State of Louisiana, on the proposition to issue $3,400,000 of general obligation bonds for the purpose of constructing and acquiring a new middle school and additions and improvements to existing school buildings.  Thereupon, the

 

President called for public comment on the said resolution in compliance with L.R.S. 42:5.1.  After everyone wishing to speak had been heard and full discussion and deliberation, and having considered and disposed of all public comments, the following resolution was offered by Mr. Potts, seconded by Mr. Genco, and adopted by the following vote:

RESOLUTION

 

A Resolution providing for canvassing the returns, adopting a proces verbal of and proclaiming the result of a special election held July 19, 2003 in Consolidated School District No. 116 of the Parish of Tangipahoa,  State of Louisiana on a proposition to authorize the issuance of $3,400,000 of general obligation bonds within said School District.

 

            BE IT RESOLVED by the Parish School Board for the Parish of Tangipahoa, State of Louisiana (the “Governing Authority”), acting as the governing authority of Consolidated School District No. 116 (the “District”), as follows:

            SECTION 1.  Canvass.  The Governing Authority does now proceed in open and public session to examine the official tabulation of votes cast in the election held in the District on Saturday, July 19, 2003, on the proposition to authorize the issuance of  $3,400,000 of general obligation bonds of the District for the purpose of constructing and acquiring a new middle school and additions and improvements to existing school buildings within the District; said election having been held under the authority of the Louisiana Election Code and Article VI, Section 33 of the Constitution of the State of Louisiana of 1974, Sub-Part A, Part III, Chapter 4 of Title 39 of the Louisiana Revised Statutes of 1950, as amended, and other constitutional and statutory authority.

            SECTION 2.  Proces Verbal.  A Proces Verbal of the canvass of the returns of said election shall be made; a certified copy thereof shall be forwarded to the Secretary of State, Baton Rouge, Louisiana, who shall record the same in his office; another certified copy thereof shall be forwarded to the clerk of Court and Ex-Officio Recorder of Mortgages in and for the Parish of Tangipahoa, who shall record the same in the Mortgage records of said Parish; and another copy thereof shall be retained in the archives of this Governing Authority.

 

SECTION 3.  Publication of Proces Verbal.  The Proces Verbal shall be published one time in the official journal of the Governing Authority, the Hammond Daily Star, which is published daily in the City of Hammond, and has a general circulation within the District.

SUMMARY: AUTHORITY TO ISSUE $3,400,000, 20-YEAR, GENERAL OBLIGATION BONDS TO PAY A PORTION OF THE COST OF CONSTRUCT­ING AND ACQUIRING A NEW MIDDLE SCHOOL ON AN EXISTING SITE ADJACENT TO SUMNER HIGH SCHOOL, AND FOR CONSTRUCTING AND ACQUIRING RENOVATIONS AND IMPROVEMENTS TO THE TRACK AND GYMNASIUM OF SUMNER HIGH SCHOOL, RE-ROOFING BUILDINGS AND FACILITIES OF CHES­BROUGH HIGH SCHOOL, AND REMOVING AND DISPOSING OF OLD FLOORS AND ROOFS AND INSTALLATION OF NEW ROOF AND FLOORS OF SPRINGCREEK ELEMENTARY SCHOOL GYM.

 

Shall Consolidated School District No. 116 of the Parish of Tangipahoa, State of Louisiana (the “District”), incur debt and issue bonds in the amount of $3,400,000 to run twenty (20) years from the date thereof, with interest at a rate not to exceed

eight percent (8%) per annum, for the purpose of purchasing, constructing, acquiring, erecting and/or improving school buildings and other school related facilities within and for the District and acquiring the necessary equipment and furnishings therefor, including, but not limited to:

 

 

A.                 New Middle School – construct and acquire a new middle school on existing site

            adjacent to Sumner High School, site work;

 

B.                 Sumner High School – renovate and improve track and gymnasium;

 

C.                 Chesbrough Elementary School – re-roof buildings and facilities;

 

D.                 Springcreek Elementary School gym – removal and disposal of old floors and roof

                        and installation of new roof and new floors;

 

title to which shall be in the public; which bonds will be general obligations of the District and will be payable from ad valorem taxes to be levied and collected in the manner provided by Article VI, Section 33 of the Constitution of the State of Louisiana of 1974 and statutory authority supplemental thereto?

The polling places above specified being the only polling places designated at which to hold the said election, it was therefore shown that there was a total of 389 votes cast IN FAVOR of the Proposition, and a total of 99 votes cast AGAINST the Proposition as set forth hereinabove.  Therefore, the Governing Authority did declare and proclaim, and does hereby declare and proclaim, in open and public session that the Proposition hereinabove set forth was duly CARRIED by a majority of the votes cast by the qualified electors voting in said election in the District on July 19, 2003.

RESOLUTION

 

A resolution authorizing advertisement for sealed bids for the sale of Three Million Four Hundred Thousand Dollars ($3,400,000) of General Obligation School Improvement Bonds, Series 2003, of Consolidated School District No. 116 of the Parish of Tangipahoa, State of Louisiana; publication of a notice of bond sale therefor; preparation and distribution of a preliminary official statement containing financial and statistical data to be distributed to bond insurance companies, rating agencies and prospective bidders in connection with selling the bonds in the national market on a competitive basis; and providing for other matters in connection therewith.

 

            BE IT RESOLVED by the Parish School Board of the Parish of Tangipahoa, State of Louisiana (the “Governing Authority”), acting as the governing authority of Consolidated School District No. 116 of the Parish of Tangipahoa,  State of  Louisiana (the “Issuer”), that:

 

            SECTION 1.  Advertisement for Bids.  The President of the Governing Authority is hereby empowered, authorized and directed to advertise in accordance with the provisions of law

for sealed bids for the purchase of Three Million Four Hundred Thousand Dollars ($3,400,000) of General Obligation School Improvement Bonds, Series 2003 (the “Bonds”) of the “Issuer”, for the purpose of purchasing, constructing, erecting and/or improving school buildings and other school related facilities within the corporate limits of the Issuer, to be issued under the authority of Article VI, Section 33 of the constitution of the State of Louisiana of 1974, and Sub-Part A, Part III, Chapter 4, Title 39 of the Louisiana Revised Statutes of 1950, and other constitutional and statutory authority supplemental thereto, and an election held within the corporate limits of the Issuer on July 19, 2003. The Bonds will be in fully registered form, will be dated November 1, 2003, will be in the denomination of Five Thousand Dollars ($5,000) each, or any integral multiple thereof within a single maturity, will be payable from unlimited ad valorem taxation as authorized by the voters in an election held July 19, 2003 within the corporate limits of the Issuer.  The Bonds will bear interest from the date thereof, or the most recent interest payment date to which interest has been paid or duly provided for, at a rate or rates not exceeding six per centum (6%) per annum on any Bond in any interest payment period, said interest to be payable on May 1, 2004, and semiannually thereafter on May 1 and November 1 of each year.  The Bonds will be numbered from R-1 upward and will mature serially on May 1 of each year as follows:

            SECTION 2.  Redemption Provisions.  Those Bonds maturing May 1, 2014, and thereafter, will be callable for redemption by the Issuer in full at any time on or after May 1, 2013, or in part, in the inverse order of their maturities, and if less than a full maturity, then by lot within such maturity, on any interest payment date on or after May 1, 2013, at the principal amount thereof and accrued interest to the date fixed for redemption.  In the event a Bond is of a denomination larger than $5,000, a portion of such Bond ($5,000 or any multiple thereof) may be redeemed.  Official notice of such call of any of the Bonds for redemption will be given by first class mail, postage prepaid, by notice deposited in the United States mail not less than thirty (30) days prior to the redemption date addressed to the registered owner of each Bond to be redeemed at his address as shown on the registra­tion books of the Paying Agent.

 

            SECTION 2.  Notice of Bond Sale.  The Bonds shall be sold in the manner required by law, and in accordance with the terms of this resolution, the official Notice of Bond Sale as set forth in the form of Exhibit A attached hereto, and the Official Statement referred to in Section 6 hereof.  In advertising the Bonds for sale, the governing authority of the Issuer shall reserve the right to reject any and all bids received.

 

            SECTION 3.  Authorization of Executive Officers.  The President of the Governing Authority is hereby further empowered, authorized and directed to issue a Notice of Bond Sale and cause the same to be published as required by law, which Notice of Bond Sale shall be in substantially the form which appears as Exhibit A attached hereto and made a part hereof by reference.

 

            SECTION 4.  Receipt of Bids; Sale of Bonds.  The Governing Authority will meet in open and public session at the time and place set out in the Notice of Bond Sale incorporated herein, for the purpose of receiving bids for the Bonds, consider­ing and taking action upon the

bids, and taking any other action required by this resolution, or necessary to effectu­ate the issuance, sale and delivery of the Bonds.  If any award of the Bonds shall be made, such award shall be made for not less than par and accrued interest to the highest bidder therefor, such award and highest bidder to be determined in accordance with the aforesaid Notice of Bond Sale.

 

            SECTION 5.  Bid Form.  There shall be prepared an Official Bid Form for the submission of bids and an Official Statement which shall contain complete bidding details, security features and other pertinent information relative to the sale and issuance of the Bonds as may be deemed necessary, advisable or desirable, which Official Bid Form and Official Statement shall be distributed to all prospective bidders and other interested parties.

 

            SECTION 6.  Continuing Disclosure.  In order to assist bidders in complying with S.E.C. Rule 15c2-12(b)(5), the Governing Authority will undertake, pursuant to the resolution providing for the issuance of the Bonds and a Continuing Disclosure Certificate, to provide annual reports and notices of certain events.  A description of this undertaking is set forth in the Preliminary Official Statement and will also be set forth in the Final Official Statement.

 

            And the resolution was declared adopted on this, 5th day of August, 2003.

            _________________________________________________________, located in the city of _______________, __________ will be the Paying Agent on the Bonds.  The principal of the Bonds, upon maturity or redemption, will be payable at the principal corporate trust office of the Paying Agent upon presentation and surrender thereof, and interest on the Bonds will be payable by the Paying Agent by check mailed by the Paying Agent to the registered owner (determined as of the 15th calendar day of the month next preceding an interest payment date) at the address as shown on the books of said Paying Agent.  Said Paying Agent will be a qualified bank or trust company selected by the Issuer.

 

            The Bonds may be transferred, registered and assigned only on the registration books of the Paying Agent, and such registration shall be at the expense of the Issuer.  A Bond may be assigned by the execution of an assignment form on the Bonds or by other instruments of transfer and assignment acceptable to the Paying Agent.  A new Bond or Bonds will be delivered by the Paying Agent to the last assignee (the new registered owner) in exchange for such transferred and assigned Bonds after receipt of the Bonds to be transferred in proper form. Such new Bond or Bonds must be in the denomination of $5,000 or any integral multiple thereof within a single maturity.  Neither the Issuer nor the Paying Agent shall be required to issue, register, transfer or exchange (i) any Bond during a period beginning at the opening of business on the 1st day of the month of an interest payment date and ending at the close of business on the interest payment date, or (ii) any Bond called for redemption prior to maturity during a period beginning at the opening of business fifteen (15) days before the date of the mailing of a notice of redemption of such Bonds and ending on the date of such redemption.

 

            Each bid submitted must be for the entire issue of Bonds, must be on the bid form furnished by the Governing Authority without alteration or qualification, and must be accompanied by a certified or cashier’s check on any member of the Federal Reserve System or a Financial Surety Bond, in the amount of Sixty Eight Thousand Dollars ($68,000) ­made payable to the Issuer as a guarantee that the bidders will comply with the terms of their bids.  If a Financial Surety Bond is used, it must be from an insurance company licensed to issue such a bond in the State of Louisiana, and such Financial Surety Bond must be submitted to the Governing Authority or its Bond Counsel by 9:00 a.m., Louisiana (Central Time), on the sale day.  The Financial Surety Bond must identify each bidder whose Deposit is guaranteed by such Financial Surety Bond.  If the Bonds are awarded to a bidder utilizing a Financial Surety Bond, then that purchaser is required to submit its Deposit to the Issuer in the form of a wire transfer not later than 3:30 p.m., Louisiana Central Time, on the day following the award.  If such Deposit is not received by that time, the Financial Surety Bond may be drawn by the Issuer to satisfy the Deposit requirement.  The Deposits of the unsuccessful bidder or bidders will be returned promptly, and the Deposit of the successful bidder or bidders will be deposited and the proceeds credited against the purchase price of the Bonds, or in the case of neglect or refusal to comply with such bid, will be forfeited to the Issuer as and for liquidated damages.  No interest will be allowed on the amount of the Deposit.

 

            Bidders shall name the rate or rates of interest the Bonds shall bear, not exceeding six per centum (6%) per annum on any Bond in any interest payment period, to be expressed in a multiple of 1/20th or 1/8th of 1% per annum.  Bids must stipulate a purchase price for the Bonds of the par value thereof and accrued interest from the date of the Bonds to the date of delivery of the Bonds.  No bid which specifies cancellation of the Bonds will be considered.  No bids providing for additional or supplemental interest will be consid­ered.

 

            The Governing Authority will meet at the place and time hereinabove set forth for the receipt of bids.   The Bonds will be awarded to the bidder whose bid offers the lowest “true interest cost” to the Issuer for the full authorized amount of the Bonds, to be determined by doubling the semiannual interest rate (compounded semiannually) necessary to discount the debt service payments on the Bonds from the payment dates to November 1, 2003, such that the sum of such present values is equal to the price bid, including any premium bid but not including interest accrued to the date of delivery (the preceding calculation is sometimes referred to as the “Canadian Interest Cost Method” or “Present Value Method”).  In the case of a tie bid, the winning bid will be awarded by lot. If any bid for the Bonds shall be acceptable, a prompt award of the bonds will be made. The right is expressly reserved to waive any irregularity in any bid or to reject any and all bids received.

 

            It shall be the obligation of the successful bidder to furnish in writing to the Issuer’s Bond Counsel, referenced below, the reoffering yields within three (3) business days after the date of the sale and the initial public offering prices of the Bonds not less than ten (10) business days prior to delivery of the Bonds.

 

            The Official Statement containing pertinent information relative to the authorization, sale and security of the Bonds is being prepared and may be obtained upon its completion from the Issuer’s Bond Counsel, Foley & Judell, L.L.P., or Benton, Benton & Benton, 601 St. Ferdinand Street, Baton Rouge, Louisiana 70802.  The Purchaser will be furnished a reasonable number of final official statements on or before the seventh business day following the sale of the Bonds.

 

            In order to assist bidders in complying with S.E.C. Rule 15c2-12(b)(5), the Governing Authority will undertake, pursuant to the resolution providing for the issuance of the Bonds and a Continuing Disclosure Certificate to provide annual reports and notices of certain events.  A description of this undertaking is set forth in the Preliminary Official Statement and will also be set forth in the Final Official Statement.

 

            The approving legal opinion of Foley & Judell, L.L.P. and Benton, Benton & Benton P.L.C., who have supervised the proceedings, the printed Bonds and the transcript of record will be furnished to the successful bidder without cost to him. Said transcript will contain the usual closing proofs, including a certificate that up to the time of delivery no litigation has been filed questioning the validity of the Bonds or the taxes necessary to pay the same.

            The Board recognized Ms. Cindy Foster, newly appointed Principal at Ponchatoula High School. Ms. Foster thanked the Board for giving her the opportunity to serve as principal. She also indicated that she appreciated the confidence that they placed in her leadership abilities and promised to be the very best principal that she knew how to be.

 

            It was moved by Mr. Bardwell, seconded by Mrs. Bailey-Simmons, to approve the Curriculum Committee Report of July 15, 2003. Hearing no objection, the motion was adopted, with Ms. Dixon absent. Following is the report as approved.

 

1.         Dr. Mabry and his staff discussed their concerns regarding the Governor’s Program on Abstinence. Mr. Marion Collins and Mr. Gordon Atwell, Curriculum Coordinators for the Governor’s Program on Abstinence, responded to the concerns and provided additional information regarding the program. The staff’s recommendation was that the Sex Education Program already in place will be taught first and then the Governor’s Program will be utilized. The committee decided to send this item to the full Board for approval with a favorable recommendation from the Curriculum Committee.

 

2.                  The committee discussed the Leap Track Assessment and Instruction System. The recommendations are as follows:

 

a.                   Implement the program in two (2) first grade classrooms.

 

b.                  Select two (2) schools for implementation – one (1) at-risk school – recommendation: Hammond Eastside Primary; one (1) not at-risk school – recommendation: Loranger Elementary

 

c.                   Require each selected teacher to have access to a computer in his/her classroom; to be computer literate; and to be willing to pilot the program for the Tangipahoa Parish School System.

 

3.         Increased the budget for the LeapFrog Program to $8,089.20.

 

            It was moved by Mrs. Bailey-Simmons, seconded by Mr. Bardwell, to approve the Champ Cooper Delegation Report of July 15, 2003. Hearing no objection, the motion was adopted, with Ms. Dixon absent. Following is the report as approved.

 

1.         Approved the sale of timber located on Champ Cooper School’s property to Hunt Plywood.

 

2.         Approved $8,453.20 for network resources for Champ Cooper Elementary School from Pay-As-You-Go Funds.

 

            It was moved by Mr. Link, seconded by Mrs. Bailey-Simmons, to approve the Hammond Board Delegation Report of  July 30, 2003. Hearing no objection, the motion was adopted, with Ms. Dixon absent. Following is the report as approved.

 

1.         Authorized staff to seek bids for the sale of property adjacent to Wal-Mart.

 

2.         Approved $16,433.20 from Pay-As-You-Go Funds for network resourcing for the Hammond School District.

 

3.         Rejected the low quote of JAC Network in the amount of $35,200.00 for Renovations to Hammond Eastside Elementary School. Contractor did not meet specifications.

 

4.         Approved the low quote of Brunt Construction in the amount of $68,900.00 from Pay-As-You-Go Funds for Renovations to Hammond Eastside Elementary School.

 

5.         Approved $700.00 for window tinting at Hammond Eastside Primary and $3,264.00 for window tinting at Hammond Westside Multi-purpose Building, from Pay-As-You-Go Funds.

 

6.         Approved the request of Hammond High School in the amount of $7,500.00 for computers.

 

7.         Approved the request of Hammond High School to upgrade the public address system on the football field from Pay-As-You-Go Funds (not to exceed $9,000.00).

 

It was moved by Mr. Link, seconded by Mr. Genco, to waive the rules to consider an item from the Hammond Delegation. Hearing no objection, the motion was adopted with Ms. Dixon absent.

 

It was moved by Mr. Link, seconded by Mr. Genco, to approve the low quote of Educational Electronics to upgrade the public address system on the football field in the amount of  $8,784.00 from Pay-As-You-Go Funds. Hearing no objection, the motion was adopted with Ms. Dixon absent.

 

            It was moved by Mr. Williams, seconded by Mr. Richardson, to approve the Independence Board Delegation Report of July 28, 2003. Hearing no objection, the motion was adopted, with Ms. Dixon absent. Following is the report as approved.

 

1.         Approved an election date of January 17, 2004 for School District 39-A.

 

2.         Authorized the staff to issue a $15,000.00 good faith payment to the owners of the land adjacent to Independence High School.

 

3.         Regarding the property adjacent to Natalbany Elementary School, Architect Andrew Gasaway is to present information at the next delegation meeting.

 

4.         Approved $17,726.40 from Pay-As-You-Go Funds for networking resources for the Independence District Schools.

           

            It was moved by Mr. Genco, seconded by Mrs. Bailey-Simmons, to waive the rules to consider items from the Loranger Board Delegation. Hearing no objection, the motion was adopted, with Ms. Dixon absent.

 

            It was moved by Mr. Genco seconded by Mrs. Bailey-Simmons, to:

 

1.         Reject all bids for the Weight Facility at Loranger High School.

 

2.         Accept the low bid with Alternate #1 of Frank A. Anzalone General Contractors, in the amount of $770,900.00 for 8-Classroom Addition, with restrooms at Loranger Middle School, from Pay-As-You-Go Fund 644.

 

3.         Amend the budget in the amount of $73,128.00 for 4-Classroom Addition at Loranger Elementary School.

 

4.         Accept the low bid with Alternate 1 of Frank A. Anzalone General Contractors in the amount of $445,800.00, for a 4-Classroom Addition at Loranger Elementary School, from Pay-As-You-Go Fund 644.

 

5.         Renew the month-to-month lease with William Scottsman for modular classrooms in the amount of $6,600.00 for Loranger Middle School, and $3,300.00 for Loranger Elementary School.

 

Hearing no objection, the motion was adopted, with Ms. Dixon absent.

 

It was moved by Mrs. Bailey-Simmons, seconded by Mr. Bardwell, to waive the rules to consider an item from the Ponchatoula Board Delegation. Hearing no objection, the motion was adopted, with Ms. Dixon absent.

 

            It was moved by Mrs. Bailey-Simmons, seconded by Mr. Bardwell, to approve networking needs of Ponchatoula High School in the amount of $12,290.00. Hearing no objection, the motion was adopted, with Ms. Dixon absent.

           

It was moved by Mr. Williams, seconded by Mr. Bardwell, to approve the Vocational Ad Hoc Committee Report of July 28, 2003.

 

Superintendent Joseph requested that the Board support his recommendation to pilot the Vocational Program in two (2) schools (Independence High and Sumner High) with the program to begin the second semester.

 

Mr. Richardson offered a substitute motion to approve the Superintendent’s recommendation regarding the Vocational Program. The motion failed for lack of a second.

 

Hearing no objection, the original motion was adopted, with Ms. Dixon absent. Following is the report as approved.

 

1.         Approved a budget of $75,000.00, to pilot the Vocational 5-Year plan in all seven (7) parish high schools. Program to begin the 2nd semester.

 

            It was moved by Mr. Bardwell, seconded by Mr. Link, to waive the rules to consider adopting the Local Evaluation Plan. Hearing no objection, the motion was adopted, with Ms. Dixon absent.

 

            It was moved by Mr. Bardwell, seconded by Mr. Link, to adopt the Local Evaluation Plan. Hearing no objection, the motion was adopted, with Ms. Dixon absent.

 

            Mrs. Patricia Williams gave the Board an overview of  Thinking Maps. Based on thorough and well-accepted academic study and research, the eight Thinking Maps correspond to eight fundamental thinking processes. The parish trained approximately 900 teachers in this concept.

 

            It was moved by Mr. Potts, seconded by Mr. Link, to approve upgrading the networking resources used to deliver content and remediation in the classrooms, labs, and libraries at Chesbrough Elementary, Sumner High, and Spring Creek Elementary. Hearing no objection, the motion was adopted, with Ms. Dixon absent.

 

            It was moved by Mrs. Bailey-Simmons, seconded by Mr. Genco, to approve the substantial completion of re-roofing of one (1) classroom building at D. C. Reeves Elementary School. Hearing no objection, the motion was adopted, with Ms. Dixon absent.

 

            There were no requests for public input.

 

           

 

It was moved by Mr. Genco, seconded by Mrs. Bailey-Simmons, to enter Executive Session to discuss the case of Dominique Carlson, Carlesha Andrews, Nola Andrews, and Isha M. Braziel v TPSS. Hearing no objection, the motion was adopted, with Ms. Dixon absent.

 

The Board entered Executive Session

 

The Board returned to Open Session.

 

            It was moved by Mr. Potts, seconded by Mr. Genco, to pay the amount requested in the case of Dominique Carlson, Carlesha Andrews, Nola Andrews, and Isha M. Braziel v TPSS. Hearing no objection, the motion was adopted, with Ms. Dixon absent.

 

            Mr. Williams spoke in personal privilege regarding his request for information regarding the position of Assistant Superintendent. He requested that the Board Attorney review local policies to ensure that the Board is in compliance.

 

            President Caves indicated that local policies can be changed, and the Board Attorney – Mr. Chris Moody indicated that he would investigate the matter and report back to the Board.

 

            Mr. Link spoke regarding the changes made in the school system and requested that personnel concerns be addressed.

 

            It moved by Mr. Link, seconded by Mr. Potts, to waive the rules to consider an item regarding personnel concerns. Hearing no objection, the motion was adopted, with Ms. Dixon absent.

 

            It moved by Mr. Link, seconded by Mr. Richardson, to give the superintendent a directive to address employees who are causing problems in the Tangipahoa Parish School System. Hearing no objection, the motion was adopted, with Ms. Dixon absent.

 

It was moved by Mr. Williams, seconded by Mrs. Bailey-Simmons, to adjourn (8:37 p.m.)  Hearing no objection, the motion was adopted, with  Ms. Dixon absent.
